Each constituency is convened by a partner who is on the file, not on a roster. The partner-type lists below describe the kinds of organisations and individuals we hold under each seat.

03 / Rules

Six rules.Equal acrossall four seats.

The rules below are written into every partner engagement. They are not negotiable on the file. They are reviewed annually with the supervisory board.

E.01

One file, four signatures.

Every engagement is a single working file. The four constituencies sign the cover sheet. No parallel decks, no separate truths.

E.02

Membership is by file.

Partners are convened around a specific engagement, not pre-installed on a roster. No retainer for visibility. The file is the credential.

E.03

Conflicts disclosed at convene.

Every partner discloses their book of relationships on the cover sheet, before the first substantive conversation. Silence is not neutrality.

E.04

Outcomes shared, fees decoupled.

Each constituency is paid by Lequent on the terms of its engagement letter, not by the parties they sit across from. Incentives are not laundered through the assembly.

E.05

Findings retire to the public record.

When a finding stops being decisive for an active mandate, it is published in the Observatory under the partner who authored it. Public memory belongs to everyone on the file.

E.06

Withdrawal is unconditional.

A conflict that surfaces mid-engagement triggers withdrawal — of the partner, the constituency, or the firm. We do not litigate the threshold.
